This DS-1961 issue has been fixed in the upcoming 4.2 release (likely to be released sometime in mid-to-late June or early July). The fix is available immediately on the 4.x branch in GitHub: https://github.com/DSpace/DSpace/tree/dspace-4_x
Also, to be clear, this issue doesn't seem to affect everyone. Many locations have no issues with the current build..but others see these build errors. If it is still affecting you, you could also manually make the change (it's a single character change -- you just change a URL from HTTP to HTTPS in the main pom.xml). The change details are at: https://github.com/DSpace/DSpace/pull/542/files In fact, you may want to test making that change, just to be certain it will fix the problem for you.
