D-STAR is all data, there is no voice only and no data only.  Part of 
the data is used to carry a messaging service (GPS, Short Messages, 
Etc.) the equivalent of 1200 bps and another 3600 bps worth of the total 
4800 bps data signal is encoded with audio and its forward error 
correction .... as others have commented you can't send only one or the 
other and in marginal conditions the "message service" portion will 
false the receiver into thinking you sent some audio in the data stream.
