Three thoughts on this: 1) I think "closed" repeater systems are contrary to the amateur radio spirit of community support, but in the U.S. they are allowed, unfortunately.
2) If one is going to use a repeater on a regular basis one should support it (e.g. join the club) 3) Yes there are gateway operators that will register out of area DV Dongle users, but they will need to self identify.
