This is an artifact of the D-Star system archiecture. It's not possible, at least with current equipment, to restrict who uses the machine; it is possible, and in fact the only way to do things, to restrict who uses the gateway. Since D-Star systems are expensive, and their gateways a continuing expense even more than the average repeater (getting broadband Internet out to the tower site is often an interesting problem), that is where sponsoring clubs draw the line.
