Option 1: You could change the allowed admin user callsign to some obscure callsign and use that callsign if you have to command from on- air, but as soon as you do -- the bad guy will have it, if they're smarter than dirt. Option 2: This is the reason why trying to limit Dplus control to certain users is fruitless. It takes anyone about 10 seconds to copy a callsign and use it. Might as well just open it up to all users and forget about trying to secure something in-securable. Option 3: Do all commanding of links from SSH and forget about on-air control altogether, if you're insistent that only a certain sub-set of the repeater's users can make/break links. Option 4: Turn off Dplus linking for a few days -- the person messing with it will be frustrated and try harder.
