Maybe you can reconfigure your vpn to run over tcp 80 or 443. They
should think it's just web traffic then and as far as I've heard,
that gets Qos'd to the max, no?

Lol yes, in DIA if you get your IP and you "guess" the gateway in the
same range of your IP (.254 or .1) and set it as the default one, you
get full access as well. That's how I did it last time. Worked like a
charm, I was shocked :)
Etisalat is indeed the most unreliable Internet provider around. And
we're not talking about the customer service or anything like that
yet, just on a pure technical level. I wouldn't want to audit their
network! Or maybe we could approach them and do everyone a favor? :)
