I guess laws are here more of a "let's put a maximum penalty against it" 
approach.  This Lee Ashurst guy, did he hack into Etisalat, or not?  He 
went to jail anyhow.

I see this as unhandled exceptions, when a president (like bush now) 
comes over, the country goes bezerk.. doesn't know what to do (security, 
traffic, ...) and declare a holiday then.

In C+, this would be:

try {
   hosting_a_president();

{
   // ermmm...
   // hmmm...
   throw(holiday);

}
