That's a mystery. This behavior began I believe in Mac OS 8.1. Prior to that, the resolution and color depth were set independently; at 640x480 you were limited to 256 colors, and you had to select 640x400 (which was the "standard" PowerBook resolution prior to the 180c and 270c) before you could select "thousands." Now it seems that you can't select any *lower* color depth at 640x400.
