The older GV modem firmware didn't work properly with the "turn off 
power to inactive PC cards" setting in the Energy Saver control panel 
- your description of the problem is exactly what I'd expect in this 
case. This includes the many Japanese cards that were resold in North 
America. That would probably also cause the ethernet problem, though 
that could just have been a driver issue (like improperly installed 
driver software). The firmware updater will also fail on a modem that 
identifies itself as an overseas model, though it can be easily 
coaxed with Resedit (updating any model will essentially yield a new 
North American card, though technically not certified that way).

My own Platinum Pro was one of those Japanese models and gave pretty 
much the same list of issues you describe. Eventually I tracked it 
down to the Energy Saver setting, then patched the updater and used 
it to update the ROM. It's worked fine since then (and the updated 
firmware can deal with the Energy Saver setting).

It's also possible the card just didn't work at all, of course, but 
you wouldn't expect to see it on the desktop if that were the case.

This is most likely a hardware problem within the modem itself; one 
of the things that often goes on modems is the line & tone detector 
(I've seen it with Duos too). The modem may have been plugged into a 
digital line, or otherwise slightly fried. If that's all that's wrong 
with it you can usually get it working simply by telling it to blind 
dial ("Ignore dial tone" in the Modem control panel, or ATX3 before 
dialling in a terminal emulator).

It's not the card slot, or the card (see below) - it's deeper into 
the modem than that, just before you get to the physical phone line 
interface. That does include the dongle, so it's worth checking that 
too (the blind dial check above will eliminate the possibility if it 
succeeds).

You wouldn't gain anything. If your computer can talk to the modem 
enough to send a dial message and see "NO DIAL TONE", there isn't a 
problem with the computer-modem interface. The issue is entirely with 
the modem-line interface.
