Ricochet is *NOT* a cell phone technology. It is a packet radio
technology. It uses a mesh of small (shoebox sized) transmitters on
street light poles.
The plus side is that it is *way* faster (starts at 38.4, goes up to
128Kbs) and cheaper than cell phone (GSM, CDPD, etc) technologies. No
per minute charges, and no dropped connections (unless you go faster
than 60mph!)
The downsides of Ricochet are:
1. coverage
They only cover metro areas.
2. The modems themselves are quite pricey... usually around $300.

I have used one since 1995. I've used it in Seattle, San Fran, NYC,
LA, and a few isolated spots in Nebraska & Wyoming (one of Ricochet's
earliest customers were a Utility company in that area!) as well as
many airports around the country.
I know they are rolling out in dozens of metro areas this year and last.
They're CTO & CIO are both former Apple people too.
