Yup, it's normal. Your five seconds of wake time before it happens
seems rather longer than mine, but I don't think you'll see any
change with 9.x.

The ADB port has always been reset after waking from sleep, on every
Powerbook. The manner of resetting it does seem to have changed since
8.5, however (it happens a bit later). ADB sleep-swapping has pretty
much always worked, though it wasn't officially supported until after
the 2400/3400.
The Powerbooks sold since 8.6 (G3 series and up) do actually support
hot-swapping of ADB devices, however, so the change might concievably
relate to that. Though I can't really see how (I think it's just some
incidental change to the wakeup cycle of events).
