Newer probably makes the best all-round upgrades. As Gary A. mentioned,
Newer upgrades are noted for their reliability. Unfortunately, as you are
probably well aware, Newer has gone belly-up -- bankrupt.
Other World Computing has bought a lot of the remaining NewerTech stock and
if you want a Newer upgrade, you'd better not wait. Sonnet also makes a
good upgrade, I hear, but if I could get a Newer, I'd take it over the
Sonnet. The PowerLogix falls last.
A list of _all_ available upgrades for the 7600 sold by OWC is available
here:

Please note I don't work for OWC. Actually, I have never bought anything
from OWC. But I hear good things from Mike at <www.xlr8yourmac.com>.
Speaking of Mike and XLR8YourMac, if you want the opinion of someone who
actually has a 7600 and has upgraded it, check out Mike's "User Reports
Database on CPU Upgrades" at
<http://forums.xlr8yourmac.com/cpureview.lasso>. I just checked and there's
reviews of 850+ upgrades for the 73/75/7600!

PS. If your friend wants to run OS X, I'd suggest more than 192MB of RAM.
RAM is unbelievably cheap right now, and the more RAM the better, when it
come to OS X. 512MB is not unreasonable. I would suggest at least 256MB.
PPS. I've never seen a computer that was thrown off of a balcony, but I did
see a PowerBook that had been run over by a car...
