I don't know about the US, but in the UK the insurance is taken out by
the sender, therefore the contract is between the sender and the
carrier (or their insurers).
Therefore it is up to the sender to make the claim against the
carrier, they also have a responsibility in law to exercise due care
with your goods, so if you do not get them, or they are damaged, you
have a claim against the SENDER, it is up to the sender to try and
recover costs from the carrier or to pay out of their own pocket if
they had not insured your goods.
in the UK this would be a straight forward case and if the sender
contested it then you could easily get an order against them in the
small claims court.
