Have you installed the Express Modem software?(This only applies if you 
are using an internal modem.)

If you are using an external modem connected to the modem/printer port, 
then check to make sure that appletalk isn't on and set to the 
modem/printer port. Also, Palm Hotsync software will cause problems, 
too. If you are using a dock with two serial ports, then the same 
culprits are likely.
