CDROM Toolkit and CD Speedtools are two reasonable choices.

Also, the CD-ROM driver from (I think) Sys 7.5.3 supported virtually all
external CD drives.  I know that by the time OS 8.1 rolled around, Apple
recanted from this.

Finally, I seem to recall on the ResExcellence site somewhere is info on
using ResEdit to patch up the Apple CD driver to see non-Apple drives
better.
