I'm sure you know the double click on the Finder file trick, so lets try 
something else.  Could you get a hold of the Startup disk control panel 
from OS9.1?  It actually lets you select the System Folder to startup 
from.  I don't think that this will work, but I'd try it just incase.  I 
mean if you can't get it from the double click on the Finder then there 
is no reason why this should work, but I'd try it.  I've never had a 
computer with a PC card slot so I don't actually have experience with 
cards.  Just an idea.  : )

I'm not sure I understand your charged battery question.  Are you 
planing on storing your machine for a long time?
