The OS is most likely not at the root of this problem, nor is the ISP.
Once your PPP script has dialed in and you have been assigned a IP
address that part of the connection procedure is successfully completed.
If you're right and it's also not Netscape that causes the problem (I
tried icab and IE only very briefly), then it might have to do with the
modem's settings pertaining to connection stability. I already tried
different init strings (from AT&F on) and will experiment with different
rates of line checking (from 15 sec on) next. But that's guesswork, and
we should surely not trade guesses and questions here. Should I find a
solution, I will certainly post it.
