Details:
The TMPDIR, TEMP, and TMP environment variables are disregarded because
duplicity does not set the tempfile.tempdir global variable.
The regression seems to have happened between the duplicity-0.4.6 and
duplicity-0.4.7 releases. The attached diff is where I think it happened.
