Remuxing means tearing the audio and video streams apart, and re-joining 
them afterwards. This usually results in bad synchronization if any of 
the elemental streams is damaged.

Some DVD authoring tools also seem to remux the MPEG stream. Those that 
re-render the audio or video parts do for sure.

That's solely at your discretion. You can choose to create a 
standard-conforming DVD, which means that the program will re-render, or 
an "XDVD". Re-rendering takes much longer, and my player plays XDVDs 
fine, so I never use re-rendering.
