The paper work for FSF is being done background by Michael Olson and I.
I'll report progress when we get progresses.


About code, I think we need much more clean up. I'd like to show some example:


1. Remove unwanted dependency dvc-*.el depends concrete version control 
   system related code. here is AN example.

    dvc/lisp/dvc-annotate.el:
    (defalias 'dvc-annotate-time 'xgit-annotate-time)
    (defalias 'dvc-annotate-current-time 'dvc-default-annotate-current-time)

2. Remove or move dvc function in tla*.el.

   tla.el:
   (defun dvc-pop-to-inventory ()
    "Call `tla-inventory' with a prefix arg."
    (interactive)
    (tla-inventory nil t))

...

First of all I think we should define mile stones as intermediate goals for 
merging.
