To my understanding, though, for legal purposes the critical age limit is
the country where the servers and company are located.  It doesn't matter
if you can do something at 16 in England, if you can't do it legally until
18 in the US which is where the servers and company are.  Because DW has
to be compliant with US law on the subject.
