I understand (based on http://www.livejournal.com/abuse/policy.bml - I am 
not now, nor was ever, an abuse handler) that maintainer inactivity isn't 
enough for the APT to step in and appoint a new maintainer. There needs to 
be TOS violations or other incidents that require maintainer action. (And 
this is strictly for LiveJournal - Dreamwidth may do the same, something 
close, or something Different And Strange(tm).)
