One thing to take into consideration while thinking about an alternative to the current reflectors.
I think it highly likely that the spam reporting was intentional and malicious. If the person(s) responsible find an alterative method to continue the assault, the only alternative will be to shut down the lists.
A web-based alternative may not be ideal but is it worse then no list at all?
