The whole thing could've happened on a very fast track.  My understanding 
of the laws is that you don't need permission to OPERATE from a U.S. 
possession if you can get permission to GO there.  Permission to OPERATE 
is already assumed.

Suppose you worked for a company that did contract work for various 
government agencies, and suddenly the opportunity to go to a place like 
KP5 arose through your work via an agency which had the authority to grant 
you permission to GO there?  What would you do in such a case?  They may 
have had only a few hours to make plans and throw together what they 
needed.

What is the F&WS trying to do, anyway?  Are they trying to deliberately 
prohibit AMATEUR RADIO operations there specifically?  Why aren't they 
trying to prohibit drug runners from using the island? I'm sure radio 
amateurs are more conscientious of the environment than the drug runners.

Some inquiring minds want to know.
