I think a better way would be to start out with an understanding of
what circuits are open when/where and then target based on that

South America, VK/ZL, Africa/Indian Ocean and JA. should, IMHO, be
specifically targeted in a major operation. (and I stress MAJOR in
this context).
As long as they realize that propagation in Maine is *vastly
different* than propagation in Florida. I heard one of the KH8SI ops
on 20 meters asking for all callers east of the Mississippi
River. That leaves pretty much everyone in W1/W2/W3 out in the cold.
When done properly, call areas is not a bad way to do it. From the
Pacific, work from East to West, spending more time on W1/W2/W3 and
less on the stations further south and west (who will have
propagation longer). Spend 5 minutes on W1/2/3, 5 minutes on W4/8/9
and 5 minutes on W5/6/7/0. Try to get through the cycle in abut 15
minutes (a great contest op can work 450/hour, or abut 7-8/minute, so
each call area is getting about 10 QSOs).
