Could be, but this one isn't quite as simple as some others. Kosovo
is presently part of Serbia, which strongly objects to releasing it.
So the UN is already involved, and the end result is presently
looking like some sort of autonomy - "independence-lite". Whether
that will qualify for a UN seat and/or ITU prefix block, and hence
separate DXCC status, remains to be seen. Stay tuned,
