And that's the key. If the UN recognizes it as independent, then 338 is on the books <g>. I suspect it will be a long time for this one.

But the U.S. is a NATO country. :-)

Presumably if the U.S. were to recognize it as independent, Kosovo would then appear on the U.S. Department of State's list of "Dependencies and Areas of Special Sovereignty" as having a local "Administrative Center." That would qualify it as political entity under DXCC Rule 1. c) regardless of what the U.N. did.
