No ... separate first class rates for Canada/Mexico and the 
rest of the world.  The confusion probably comes from the 
International Postal Tables that list the "rate group" for 
each service and each country.  The tables have a column for 
First Class mail but there are only two "rate groups" (VE/XE 
and the rest of the world).  

Package rates vary all over the map depending on service and 
country.  The big change is that surface parcel post has been 
discontinued for international parcels.  That will move all 
international parcel post to air service at much higher rates.
