Actually, yes. That responsibility, if you will, ought to fall on the folks who need those entities further down on the ladder. If I have "worked them all" except for one, then ranking the remaining 99 is just a meaningless exercise. Let someone who *needs* those other 99 rank them. I should not be guessing what I think is needed, the other folks can decide that. I realize I probably just said the same thing three different ways.
