Design is fine. If the actual placement should be exposed to the user in a prefs UI is debatable. But it should not be hard coded.
Also, from a l10n perspective, some locales are RTL (Arabic, etc.), and ideally have their entire desktops mirrored, for example the main panel menu is on the right, and the clock/fusa is on the left.
