As for a screen reader, that is a given, Orca will have to deal with
notification-osd, and I will make sure to extend it for that.

About a "greater accessibility" setting, there is the "enable assistive
technologies" check button which is very misleading in my mind. All it
does is enable GAIL by default so that ATs get what they need from AT-
SPI, it has no direct user observable affect.

Bug description:
The current placement of the bubbles depends on good peripheral vision. The 
user should have the possibility of placing the bubbles in an area where they 
will be noticed.
