Be sure you have 100 countries confirmed and have the correct boxes checked in the dxcc tab in preferences particularly modes, bands and later on you will have the separate awards available.

Everything looks in good shape with the the Reports->DXCC->Listing and Reports->DXCC->Summary showing plenty of confirmed totals. When I ask it to generate a Submission via Reports->DXCC->Submission I get an blank list. All the flags for every award is clear. Has anyone seen this before?
