Progress so far: Larry's right. DX4WIN doesn't work with my USB CI-V
interface.  I see the same incorrect readings when viewing the using
the "Set Frequency" dialog and spinning the dial as I see in the
bandmap.  Slower baud rate and higher poll frequency doesn't help.
(1200 baud and 60000 ms poll didn't get any better!)  If you're going
to suggest stuff like this, say what works....110 baud with 600 second
poll? :-)

Rebooting didn't help, either.

I'm still trying to get a serial port replicator working to work around this.
