I just brought up another computer running dx4win 7.07 and it's working ok. 
Looks like
it has the same spotting patterns, so it is a 7.02 issue.  (and therefore 
for me, not an issue)

I don't this every worked in 7.0x, but was fixed in 8.0. I think it
has to do with the # in the spotter callsign.
