That depends on how the CI-V adapter you're using gets power. Turning
RTS and DTR on can't hurt, and will ensure that the power is available
if that's what the adapter uses.
(From what I can tell, many of the CI-V adapters take power from DTR,
so turning that on first is worth trying.

Now, that's strange. Slowing it down that far shouldn't ever be
necessary (unless your computer is somehow very, very busy.)
