Is there anyone on the reflector who can translate page 24 of this
document from Russian into English?

That's the page number in Adobe Reader, it may not be the number
printed on the page. This page contains a list of the regions
associated with the "RI" prefix, I believe they're all Russian
islands. I have tried several ways to translate it on-line, and
nothing is working.
