Gary, Check if you still have a previous dx4win.cty or one with tilde in save directory Replace or rename to dx4win.cty and restart dx4win

Now DX4WIN no longer opens. When I attempt to open the app, I get a box saying "Failed to read .CTY file" and the sequence dies right there. What happened? DX4WIN updater says all files are updated. What do I do?
