I have had this happen multiple times. 90% of the time it is a stateside call that signed mobile or portable during the QSO. Then they upload the log as fixed. So it looks like LoTW will confirm a QSO if one party logs as /M and the other does not so long as the other data is correct. I have never seen this on a DX QSO so no big deal for me. It might be important for someone working on a WAS award.

Probably because the other party has shifted QTH, changed their location details and re uploaded their whole log busting everything they had done previously so now you have new conflicting information from previous imports. Unless it is very important to you this phenomenon will do your head in trying to figure which is correct.
