Not every licensing authority has the same rules regarding portable operation. 
Many of the countries do not have callsign districts so they do not use the 
same conventions as are used in the USA or Canada. I have lived overseas and /P 
is the correct portable indicator for many countries in region 1, while a few 
still use /A. It is also not an option to use this identifier it is manditory. 
It should not be that difficult if we all our portable identifiers correctly if 
you are not operating from the station location given on your license. The 
national identifier for the majority of the world in placed in front of the 
operators callsign not after it. 5H3/VE3EUP etc. Some countries are casual 
about this and others are not. It may take a bit work on the logic to deal with 
callsigns with two "/" in it. Things like /P /M /A /AM /MM /TM should not count 
for prefixes while W4AA/5 should be considered as a W5. 

The idea of not putting "/M" after a call because the logging or contest 
program can not handle it is wrong because it leads to many not in the log 
replies to people asking cards from many of the stations I handle as a QSL Mgr 
as they were not logged that way. I do not know how frustrating that must be 
for those who are working for a /M DXCC but I can image how it would affect me 
if I were in there shoes and I think most others can if they are being 
benevolent rather than me first. They still get a QSL but the card does not 
show the /M that they need so is not meeting their needs. 

It may seem a small matter to many, because we are indifferent to the /M 
operators, but them it is a big deal. I personally do not worry about prefixes 
so for me I can be indifferent about it  for my own operations as the prefix 
column is not of concern.
