Hmmm, interesting. My only guess would be that not all AK ops are not county hunters and don't know or realize what judicial district they are operating in and out of habit revert to local naming conventions. I do know that not all of Alaska is covered by the borough government structure. There are periodic reports from Juneau that the legislature is considering passing a law that would force all areas of the state to incorporate and have a local borough government structure. I don't see that happening anytime soon - bush Alaskans are too independent and well armed to stand for that bs!
