If I go into a field ("qsl received date" for example) on the "Previous QSO's" 
form and the form is blocking my view of the Summary window so I can't see if 
this is a new country on a particular band and the QSL card should be saved for 
submission to ARRL I cannot move the window by dragging the title bar.

Has this behavior been changed in DX-Base 2006?

took some experimenting to understand what you meant.

In 2006 (now I have a high res screen so I can see a lot), but if I bring up 
the Previous 
QSO window, it has 'focus'. That means all mouse or keyboard actions relate to 
that window 
and that window alone.
If you try to click on another window before closing the PRE.QSO window you 
will see the 
related item flash the title bar.

Consequently, placing a cursor on the Summary and trying to move it will not 
work.
That is a Windows Protocol.
You would have to click on the qso, and either close the PRE.QSO window or 
shrink it to a 
smaller size.

It has always been that way...as far as I remember as it's not a DXB issue but 
a Windows 
issue.

For example, Leave the PRE.QSO window open and click on a new cluster spot to 
QSY. It 
won't and you will see the title bar of the PRE.QSO window flash twice.

As far as I know, no two windows can share focus...
