Tom, Afraid you will have to look somewhere other than DXbase for the cause of this problem. There is nothing in DXbase that prevents you from dragging a window that has focus.
Wish I could offer a suggestion of where to look but I've never of any such problem on a computer so can't even begin to offer a guess.
