Re-install Windows over itself will probably fix the problem.
I have done this on more than one occasion to fix problems like this.

Sounds to me like a .dll file has been removed that was used by the program
you uninstalled and dxb2006.

I would do a reinstall or repair after saving my dxb2006 database and layout
files to a directory outside of dxbase and then copy them back after the
reinstall or repair.
