Eric,

Since the PREFIX column in the Labels Pending Database
is "hard-coded" within DXbase, I think that only Jack
can answer you question .. 

I see that the K4A  (or any other USA call-area) only
comes up when I save a USA call that has "three" letters
after the numerical digit of the callsign ...

Hard to say without seeing the coding - whether this is
a glitch/bug -- or -- whether it was intentional.
