I knew this problem quite a long time. All my QSO's of 70th, 80th, 90th
up to 2003 all stations from ITU Zones 08 and 07 have 06. What I am
doing now is manually changing 06's to appropriate 08's or 07's :-(

I see that "some parts" of IL are in ITU Zone 7.  I know of a way to 
replace all of the "6's" with something else using Access, but how to 
determine what "6" should be "7" and which should be "8" eludes me.
