I'm using Excel 2007.  Just discovered what is probably causing the problem. 
The worksheet is protected.  Many of the drop down menu items are grayed out 
as are many of the tool icons in the various tabs at the the top of the 
spreadsheet.  There is an unprotect icon, but clicking on that opens a 
window that asks for a password necessary to unprotect the sheet.  I'm sure 
ARRL did this to "dummy" proof the thing so they wouldn't be getting a ton 
of phone calls and emails asking for help in restoring a damaged 
spreadsheet.

Apparently the protection scheme doesn't work when opened with OpenOffice. 
I have that package on a Netbook running XP so maybe I'll give it a try just 
to see what happens.
