(if we want the docs to function offline) I think frames are the easiest solution - no browser problems, no script, and the pages are reusable online using PHP or SSI to have a frameless version online. If we use oxygen to create API documentation, it generates a frameset output if needed. Using XHTML transitional just means we check our syntax, all values in quotes="100", close all <br /> tags, things like that. We don't want to validate strict, as this is not advisable in combination with dynAPI code.
