I actually have a passbook account with Bendigo Bank, which has zero fees. It does not include an ATM card, but it does include Internet Banking. You would have to have an Australian company and address, however. My National Australia Bank corporate account imposed a AUD$5 (USD$2.60) monthly fee, so I closed it. (I still have a personal account there which is not costing me anything.) Still, I've seen much more expensive fees on American bank Internet sites.
