Not necessarily. The system could be set-up to send a notification email
only when the total amount of money spent from an account, during 24 hours,
is bigger than a specific number (say, 500 USD). No matter how many spends
the thief makes, the system will not allow any other spend until it receives
a confirmation (I don't like delays) to continue (for another 500 USD). This
way, the users are protected for both single-spends and multiple-spends
above 500 USD (during 24 hours).
