Can you ask this through your Intel FAE? There's a lot more questions to be 
asked and it would be easier to answer if we tracked it properly.

In RHEL 7.1, trying to bring SR-IOV, however it is not coming even after 
configuring in /etc/modprob.d/igb.conf

BIOS setting done enable SR-IOV as well Intel Vd-enabled. Could you please 
share inputs.

PS: if done manually(modprobe -r igb &  modprobe igb max_vfs=1) interfaces are 
coming up.
